- Usage history — meter reads and reported use by period
- Statements and notices — downloadable records for their files
- Transfer visibility — credits in and out, with dates and status
- Clear contact path — when something looks wrong, they know who to call
What to avoid
- Exposing other growers’ data or internal staff notes
- Requiring growers to re-enter data the GSA already has
- PDF-only statements with no way to see supporting detail
