• Usage history — meter reads and reported use by period
• Statements and notices — downloadable records for their files
• Transfer visibility — credits in and out, with dates and status
• Clear contact path — when something looks wrong, they know who to call

What to avoid

• Exposing other growers’ data or internal staff notes
• Requiring growers to re-enter data the GSA already has
• PDF-only statements with no way to see supporting detail
